Bringing Biotechnology Health Innovations to Patients Requires a Stronger FDA

Abstract:
The rapidly advancing science of biotechnology is leading us to a way of life barely imaginable just a few short years ago. But to fulfill biotechnology's promise of personalized health care and new cures and preventions for age-old diseases, we must maintain a strong innovation pipeline that helps safe and effective new therapies reach patients in a timely way. To do so it is critical to provide adequate public funding to the Food and Drug Administration (FDA). The agency's budget has not kept pace with the demands placed upon in an era of rapid biotechnological and medical innovation and it is in danger of becoming a bottleneck to innovation. The Biotechnology Industry Organization (BIO) has joined a broad coalition of patient, consumer and industry organizations to advocate for increased funding and public support for the FDA so that the agency can fulfill its mission of ensuring the safety and efficacy of new therapies and other regulated products.

The Biopharmaceutical Industry in Massachusetts-The Triple Helix in Action

Abstract:
In 1980, Massachusetts was home to defense contractors and computer manufacturers and what Governor Michael Dukakis later called "The Massachusetts Miracle" did not bring to mind the life sciences. What economic activity there was in life sciences consisted of a largely invisible medical device industry, while the future biotechnology industry was just starting to spin-out of the laboratories of Harvard, MIT and Boston University. Yet in the space of just 25 years Massachusetts has become the leading center, worldwide, of first biotechnology research, then pharmaceutical research and most recently for the production of biopharmaceuticals. A number of its home grown biotechnology companies have developed into fully integrated biopharmaceutical and pharmaceutical companies, with substantial marketing, sales and all the necessary corporate functions The term "Triple Helix" was coined by Henry Etzkowitz in 1993 to describe the intertwining binding together academia, industry and government to create research driven high technology clusters. Nowhere is this paradigm more vividly seen in action than in the emergence of the Massachusetts biopharmaceutical mega-cluster. The Triple Helix has undergone at least three full turns in Massachusetts. This article explores some of the actions that catalyzed this phenomenon.

Biotech Licensing from Universities: A Maturing of Perspective

Abstract:
Technology transfer from universities through invention licensing is so pervasive that we forget how recent the activity is. The Bayh-Dole Act-which allowed universities to take title to inventions arising from Federally-funded research and was the seminal event in accelerating university technology transfer-was passed in 1980, and it took more than a decade after that for most universities to establish robust licensing programs. This article addresses past and present debates related to licensing biotechnology inventions with a focus on patents in facilitating the development of and affordable access to medicines and vaccines for developing countries.

The promises of discovering successful drugs leads from bioactive marine molecules are yet to be realized. However the mega-diverse countries of the world continue to explore both land-based and marine bioprospecting activities as part of their overall sustainable development programs and policies. Several such countries are preparing to increase their investments in the necessary science and technology infrastructure for this purpose. In this regard the mega-diverse countries are reviewing their needs in intellectual property protection, regulatory frameworks, value chain opportunities and overall commercialization efforts.
